Who we are
Rathishaulin (Pty) Ltd provides specialist consulting services to clients within the electricity transmission, renewable energy, mining, transport, and public infrastructure sectors, supporting projects throughout the full development lifecycle, from route planning and land acquisition through to construction support and project implementation.
The company was founded in 2021 to provide focused strategic land management solutions, and is led by Mr Elliot Mashau, a Registered Land Surveyor and Land Development Specialist with more than 25 years of experience in South Africa’s infrastructure sector.
Rathishaulin combines technical land development expertise with practical knowledge of landowner negotiations, servitude acquisition, property rights, relocation planning, stakeholder processes, environmental compliance, surveying, mapping, and multidisciplinary project coordination.

Experienced, registered, and infrastructure-focused
Rathishaulin is led by Mr Elliot Mashau, who spent 24 years with Eskom Holdings SOC Ltd (1997–2021) in senior positions within the Land Development Department, including Survey and Mapping, Asset Management, and Environmental Management, before establishing the company in 2021.
He has extensive experience in managing multidisciplinary teams and professional service providers responsible for engineering surveys, cadastral surveys, LiDAR surveys, route selection, route alignment, land development activities, and stakeholder coordination for large-scale transmission infrastructure projects across South Africa.
